In raw display, the 2027 finance bill shows a 13 to 14% drop in appropriations. A significant part of the decline is explained by the transfer of forestry policy (€400 million) to the Ministry of Ecological Transition. The year-end management finance bill is due to open an additional €285 million for the ministry. A rearmament fund is to support the most weakened farms, notably for the purchase of seeds.
Senators also contested the halt, one year earlier than planned, of a €100 million grant paid by the State to the regions under the EAFRD. This part of the 2027 budget is still missing to prepare the amendments.
"As I speak to you, more than half of the files submitted have already been processed and €41 million has already arrived in farmers' bank accounts,"Ms Genevard said. Thirty thousand farms have been identified, for payments of €5,000 to €15,000.
The plan complements an emergency scheme opened as early as September after the summer's climate disasters, notably a drought unprecedented since 1976. The government had initially estimated needs at between €300 and €400 million. The government is extending until the end of the year a rebate on agricultural diesel and a €145 million fertilizer plan, three-quarters co-financed by European funds.
