This contribution should make it possible to raise around 400 million euros to supplement a new compensation fund created specifically to pay for damage linked to the riots. The State will implement a “riot” tax levied from January 1, 2027 on insurance contracts for individuals, businesses and communities.
The measure was imagined in 2023, after the violence that occurred in June following the death of Nahel. The Council of State must still validate the system.
However, some believe that, faced with households who cannot make ends meet, this amounts to asking the silent majority to pay for a delinquent minority.
This decision comes as insurers have indicated that they could not cover everything, just like the State.
This tax will be levied on all automobile and housing contracts of individuals as well as those of businesses and communities.
This new system differs from the existing fund, supplemented by everyone, which is used to finance the damage caused by floods or droughts.
The government defends itself by asserting that the State does not exempt itself from customs, but that it organizes solidarity between insurers.
Through this measure taken from 2023 and which concerns individuals, businesses and communities, the executive hopes to raise 400 million euros.
According to CCI France, the chamber of commerce and industry, the bill already exceeds one billion euros in damage after the violence of October 17 and 24.
It was imagined after the violence of June 2023, after the death of Nahel.
