Peña was removed because of the banking failure and the resulting inability of large numbers of citizens to use their accounts. Senators chose impeachment and a misconduct charge over a quieter exit from office.

Rather than accept a resignation, lawmakers stripped Peña of the immunity usually granted to former presidents. The ouster followed the collapse of a digital bank that Paraguay’s central bank had seized.

The central bank’s seizure of the digital lender and the scale of frozen deposits remain the core of the dispute. Compensation pledges now sit alongside unfinished questions of access, pensions and political accountability.

That lockout prompted widespread protests, particularly in the capital, Asunción. The crisis has become a national political rupture as well as a financial one.

The bank’s demise left more than half of the country’s population without access to savings. An estimated three million depositors still cannot withdraw savings or pensions.

Alliana will serve as president until 2028. He said depositors hit by the collapse would be made whole. “Compatriots who are now going through a difficult time as a result of the financial collapse will be fully compensated,” Alliana said.
