Strikes continued through the night of Monday, November 2, to Tuesday, November 3, across Ukraine, hitting in particular a hospital in Kherson, in the northeast. Forty-six people were injured there and two hundred patients evacuated.

Ukrainian President Volodymyr Zelensky describes in his daily address the sequence of the attacks. The Russians launched the first strike just as people were arriving, with several aerial bombs.

The discussions will cover postwar security arrangements, de-escalation, humanitarian efforts and the next steps toward peace, he detailed on X.

Then there was another strike, more aerial bombs, this time targeting the shelter where people had taken refuge, he said.

The account of the bombings of the hospital and the shelter, as related by Mr. Zelensky, places in the foreground the fate of civilians and evacuated patients.

The diplomatic calendar coincides with persistent military tension on Ukrainian territory, where nighttime strikes keep recurring.
